Poor media coverage promotes environmental apathy and untruths

I just came across this excellent opinion piece by James Fahn on how climate change is covered by the media.

Poor countries’ media must tackle climate change

Paraphrasing briefly, the article laments the ill-equipped, uninformed and lowly stature of reporters covering climate change issues. The corollary is that simple junk, badly researched stances and plain untruths are rife throughout the media. For many, many examples of such plainly misinformed ‘journalism’ on climate change issues, just visit BraveNewClimate.com for a taste of the worst.

My comments on Fahn’s piece touch on several issues. First, it’s not just the ‘poor’ country that has problems with respect to ill-equipped reporters – the developed world (and Australia could easily be one of the leaders here) has some particulary terrible coverage of climate change impacts. Second, this problem extends to all environmental issues, not just climate change. Indeed, for some of the most important issues facing humanity today (loss of biodiversity and the ecosystem services they provide), should not the best people be put onto the job? Finally, whatever happened to journalism? Isn’t this supposed to be well-researched, cross-examining, hard-hitting and plain investigation into the affairs affecting everyday life? Instead, too many so-called ‘journalists’ are nothing more than blindly parrotting reporters who wouldn’t know what research was if it came up and bit them on the arse.

An excellent, short animated film about the perils of climate change and its implications for biodiversity (including humans). Highly recommended.

This really isn’t about polar bears any more. At this very moment, the fate of civilization itself hangs in the balance.

It turns out that the way we have been calculating the future impacts of climate change up to now has been missing a really important piece of the picture. It seems we are now dangerously close to the tipping point in the world’s climate system; this is the point of no return, after which truly catastrophic changes become inevitable.

Potsdam Initiative: Economics of Ecosystems and Biodiversity

moneygamiA recent report from the European Union with which I was marginally involved has been published online.

The meeting of the environment ministers of the G8 countries and upcoming industrialising countries took part in what has been dubbed the ‘Potsdam Initiative‘ have commissioned a series of reports on the ‘Economic significance of the global loss of biological diversity’.

I quote:

‘In a global study we will initiate the process of analysing the global economic benefit of biological diversity, the costs of the loss of biodiversity and the failure to take protective measures versus the costs of effective conservation.’

The first stage was the report was entitled ‘The Economics of Ecosystems & Biodiversity (TEEB)’. Mr Pavan Sukhdev, Managing Director and Head of Deutsche Bank’s Global Markets business in India, and a Founder-Director of the ‘Green Accounting for Indian States Project’, an initiative of the Green Indian States Trust (GIST) to set up an economic valuation and national accounting framework to measure sustainability for India, was recently appointed as the independent Study Leader.

The overall aims of the study are to evaluate the costs of the loss of biodiversity and the associated decline in ecosystem services, and to compare them with the costs of effective conservation and ‘sustainable’ use. The overall aim is to increase awareness of the value of biodiversity and ecosystem services to facilitate the development of cost-effective policy responses to the problem.

The interim report is available here, and the final report will be published shortly on the dedicated website here. The title of the final report of the first phase is THE ECONOMICS OF ECOSYSTEMS AND BIODIVERSITY: SCOPING THE SCIENCE.

I was involved specifically in Section 4.13 ‘Regulation of Natural Hazards’ which are defined ‘as infrequent natural phenomena that – during a relatively short period of time – pose a high level of threat to [human] life, health or property. These include seismic events (volcanic eruptions, earthquakes, tsunamis), extreme weather events (hurricanes, floods), avalanches and land slides. My contribution was mainly with respect to the role of deforestation on flood risk.

The report was jointly prepared by Ana Rodrigues and Andrew Balmford.

Oil palm plantations destroying tropical biodiversity

Conversion of primary rainforest to an oil palm plantation results in a loss of more than 80 percent of species, reports a new comprehensive review of the impacts of growing palm oil production. The research is published in the journal Trends in Ecology and Evolution.

“By compiling scientific studies of birds, bats, ants and other species, we were able to show that on average, fewer than one-sixth of the species recorded in primary forest were found in oil palm,” said led author Emily Fitzherbert from the Zoological Society of London and University of East Anglia. “Degraded forest, and even alternative crops such as rubber and cocoa, supported higher numbers of species than oil palm plantations.”

The results confirm that oil palm plantations are a poor substitute for natural forests when it comes to conservation of biological diversity.

The study warns that burgeoning demand for palm oil for use in foods, household products, and biodiesel will continue to fuel expansion in the tropics. Because planters can subsidize operations by the initial logging for forest plots, it seems likely that forests will continue to fall for new plantations despite the availability of large tracts of degraded and abandoned land.

“There is enough non-forested land suitable for plantation development to allow large increases in production without large impacts on tropical forests, but as a result of political inertia, competing priorities and lack of capacity and understanding, not to mention high levels of demand for timber and palm oil from wealthy consumers, it is still often cheaper and easier to clear forests. Unless these conditions change quickly, the impacts of oil palm expansion on biodiversity will be substantial,” the authors conclude.

Another nail in Borneo’s biodiversity coffin

I always try to tell myself never “to underestimate the stupidity of the human race”; yet, I am too often surprised. Borneo is one of the places in the tropics with the worst track record in destroying ecosystems and the services they provide. The Malaysian government couldn’t be more self-destructive with this sort of policy.

The Malaysian government is attempting to quell indigenous opposition to logging in the rainforests of Borneo by deposing community leaders and replacing them with timber company stakeholders, reports an environmental group.

The Bruno Manser Fund, a Swiss NGO that works on behalf of the forest people of Sarawak, Malaysia, says that the headmen of at least three Penan communities that have opposed logging have lost official recognition from Malaysian authorities over the past year. The government is working to install representatives who support logging.

“The non-recognition of the elected community headmen by the Sarawak State Government is a clear violation of the UN Declaration of the Rights of Indigenous Peoples,” stated the Bruno Manser Fund in an emailed release. “The Declaration, which has been adopted by Malaysia, upholds in its article 18 the right of indigenous communities ‘to participate in decision-making in matters which would affect their rights, through representatives chosen by themselves in accordance with their own procedures’.”

The Penan communities of Sarawak have waged a long battle against the logging of their ancestral homeland in the rainforests of Sarawak, on the island of Borneo. The opposition reached a crescendo in the 1980s when the Penan blocked logging roads and sabotaged equipment. The Malaysian government responded by closing down media access to the area and sending in armed forces to violently supress the unrest. While the attacks on the Penan brought international attention to the rapacious logging of Borneo’s forests, they had relatively little long-term impact.

Today the Penan face not only loggers but increased pressure from oil palm developers as well as an ambitious government plan to dam several rainforest rivers in an effort to generate electricity to attract aluminum smelters and mineral refiners.

Tropical Conservation Biology

An obvious personal plug – but I’m allowed to do that on my own blog ;-)

1405150734I’d like to introduce a (relatively) new textbook that my colleagues, Navjot Sodhi and Barry Brook, and I wrote and published last year with Blackwell (now Wiley-Blackwell) Scientific Publishing – Tropical Conservation Biology.

We’re rather proud of this book because it was a timely summary and assessment of the scientific evidence for the degree of devastation facing tropical biodiversity today and in the future. I’ve summarised some of the main issues in a previous post covering a paper we have ‘in press’ that was born of the text book, but obviously the book is a far more detailed account of the problems facing the tropics.

This introductory textbook examines diminishing terrestrial and aquatic habitats in the tropics, covering a broad range of topics including the fate of the coral reefs; the impact of agriculture, urbanisation, and logging on habitat depletion; and the effects of fire on plants and animal survival.

One of the highlights of the book is that each chapter (see below) Includes case studies and interviews with prominent conservation scientists to help situate key concepts in a real world context: Norman Myers (Chapter 1), Gretchen Daily (Chapter 2), William Laurance (Chapter 3), Mark Cochrane (Chapter 4), Daniel Simberloff (Chapter 5), Bruce Campbell (Chapter 6), Daniel Pauly (Chapter 7), Stephen Schneider (Chapter 8), Stuart Pimm (Chapter 9) and Peter Raven (Chapter 10). These biographies are followed by a brief set of questions and answers that focus on some of the most pertinent and pressing issues in tropical conservation biology today. It is our intention that readers of Tropical Conservation Biology will benefit from the knowledge and be inspired by the passion of these renowned conservation experts.

Threatened species depend on protected areas

3932397_origA great new paper has just come out in Global Change Biology by Sarah Jackson and Kevin Gaston: Land use change and the dependence of national priority species on protected areas. In what is simultaneously frightening and ecouraging is the observation that of nearly 400 Biodiversity Action Plan (BAP) species considered either to be globally threatened or rapidly declining in the UK (i.e., > 50 % decline over 25 years), 55 % were largely restricted to statuatory protected areas in the UK. These areas cover about 11.5 % of Britain’s land surface.

What’s amazing about this is that without these reserves, these (hundreds) of species would already be extinct (or very close to it) – if this isn’t one of the strongest arguments for reserves, I don’t know what is. Not only are reserves essential for maintaining populations of threatened species, their spatial connectivity is also highly influential on persistence probability (future posts on fragmentation coming).

Much of the planet has now been modified to the point where any sort of species preservation will necessarily require large, expansive, contiguous networks of protected areas. Jackson & Gaston conclude:

Britain has undergone particularly extensive land transformation, reducing many originally much more widespread vegetation/habitat types to scattered fragments, few of which can be considered strictly natural (Rackham, 1986). A proportion of these fragments receive statutory protection and intensive management, increasing the likelihood that species of conservation concern are restricted to such areas. This circumstance is not unique to Britain, being found in many heavily developed regions including much of northwestern Europe, although it is not so extreme in many others. Britain may, thus, represent a possible future scenario for such regions. Under such circumstances, it is not unlikely that many species if they are not already restricted to protected areas will become so (e.g. species confined to tropical forest habitats following deforestation).

 Keeping things off limits from the burgeoning human population is therefore one of the major ways we can stem the tide of extinctions.

Assessing Conservation Actions

This paper in press at Conservation Letters by Haines et al. presents a novel method for assessing conservation actions. There’s been quite a bit of work done in the past decade, particularly by NGOs, to develop methods to assess whether their actions have actually succeeded; this work was spear-headed in particular by Nick Salafsky and his Foundations of Success. This paper suggests that many of conservation biggest problems can be monitored with spatial datasets and proposes using the Human Footprint as a basis for such monitoring. The Human Footprint is, in essence, a collection of spatial datasets that holistically represent the collective anthropogenic impact on the land. In their paper, Haines et al. suggest that by tracking these spatial datasets through time in a paired way – conservation action site randomly paired with a control – we can get a better handle on whether the particular action was successful. The nice thing about the paper is how clear-eyed it is about what is and is not possible using this approach:

The human footprint is a spatially explicit approach to conservation planning that may serve as an effective visual medium to public audiences and stakeholders worldwide by simplifying the presentation of complex information.

(This is always the last, best resort for spatial analysts: even if the model isn’t perfect, it’s a great communication tool. ) But they also warn:

Spatial data rarely produce a complete picture of what negative impacts are occurring because human footprint data are not well-suited to track anthropogenic impacts that lack a spatial signature…[e.g.] the spread of some chemical pollutants, invasive species, diseases, and impacts of poaching…

Although I have to disagree partially with these particulars – presence of roads is often a very good correlative of poaching – their main point is an important one to consider. How well does a spatial model of human influence catch these hidden factors? A few years ago I did an informal (and sadly never completed) analysis of invasive plants and the Human Footprint and found that they were actually fairly well correlated. You could also argue that disease may be higher amongst individuals that are negatively impacted by the presence of humans. There’s plenty of opportunity here for further exploration.

Australian Wet Tropics Biosequestration Project

The Wet Tropics Regional Biosequestration Project Development Document was launched last week on the global stage, for public scrutiny, via the Climate Community and Biodiversity (CCB) website. There are only a dozen other cases in the world that have managed to reach this level of scrutiny.

The CCB standards are used in both the voluntary global markets and also for CDM (clean development mechanism) projects (only afforestation and reforestation) that have significant biodiversity outcomes. It is well known that land use, land use change, and forestry provides the most cost-effective means of reducing greenhouse gas emissions globally, and we believe the Wet Tropics project is at the leading edge of showing how.

The Wet Tropics Project is the world’s first regional biocarbon verification case based on community NRM (Natural Resource Management) activities, aggregating different bio-sequestration activities (reforestation, assisted natural regeneration, avoided deforestation, grazing land management, reduced use of fertiliser in agriculture) of myriad landholders in one verification case.

The initiative of using NRM Regional Plan’s as a basis for biosequestration project design is an innovation that can be rolled out across the state and nationally. Using Regional Plans ensures scientifically robust monitoring outcomes because of the adoption of systems already in place for monitoring. Economically the approach allows trading to occur at the regional and landholder level, and sets the stage for new livelihoods in regional Australia in a climate constrained world.

The Wet Tropics Project is itself a pilot for the NRM regions comprising the catchments of the Great Barrier Reef which are pivotal for its the survival. The Wet Tropics Project also helps to inform national policy debates since both Garnaut and the Federal Government’s Green Paper point out the importance of forestry and agriculture but fail to provide any way forward, and are on a watching brief for solutions.

The Wet Tropics initiative with its link to regional plans immediately enables entry into other global developments such as water quality credits and biodiversity credits.

Cost, not biodiversity, dictates decision to conserve

originalEuroGreen_LogoI’ve just read a great new paper by Bode et al. (2008) entitled Cost-effective global conservation spending is robust to taxonomic group.

After the hugely influential biodiversity ‘hotspot concept hit the global stage, there was a series of subsequent research papers examining just how we should measure the ‘biodiversity’ component of areas needing to be conserved (and invested in). The problem was that depending on which taxa you looked at, and what measure of ‘biodiversity’ you used (e.g., species richness, endemism, latent threat, evolutionary potential, functional redundancy), the priority list of where, how much and when to invest in conservation differed quite a lot. In other words, the congruency among listed areas was rather low (summarised nicely in Thomas Brooks‘ paper in Science Global biodiversity conservation priorities and examined also by Orme et al. 2005). This causes all sorts of problems for conservation investment planners – what to invest in and where?

Bode and colleagues’ newest paper demonstrates at least for endemism, the taxon on which you base your assessment is much less important for maximising species conservation than factors such as land cost and the degree of threat (e.g., as measured by the IUCN Red List).

Of course, their findings could be considered too simplistic because they don’t (couldn’t) evaluate other potentially more important components of ‘biodiversity’ such as genetic history (evolutionary potential) or ecological functional redundancy (the idea that a species becomes more important to conserve if no other species provide the same ecosystem functions); however, I think this paper is something of a landmark in that it shows that ‘socio-economic’ uncertainty generally outweighs uncertainty due to biodiversity measures. The long and short of this is that planners should start investing if there is evidence of heightened threat and land is cheap.

A few other missing bits means that the paper is more heuristic than prescriptive (something the authors state right up front). There is no attempt to take biodiversity, threat or land cost changes arising from climate change into account (see relevant post here), so some of the priorities are questionable. Related to this is the idea of latent risk (see relevant paper by Cardillo et al. 2006) – what’s not necessarily threatened now but likely will be in the very near future. Also, only a small percentage of species are listed in the IUCN Red List (see relevant post here), so perhaps we’re missing some important trends. Finally, I had to note that almost all the priority areas outlined in the paper happened to be in the tropics, which stands to reason given the current and ongoing extinction crisis occurring in this realm. Despite the caveats, I think this could provide a way forward to the conservation planning stalemate.

Classics: Biodiversity Hotspots

According to Google Scholar, this paper has over 2500 citations. Even though it was published less than a decade ago, already Myers and colleagues’ ‘hotspots’ concept has become the classic lexicon for, as they defined it, areas with high species endemism and degradation by humans. In other words, these are places on the planet (originally only terrestrial, but the concept has been extended to the marine realm) where at the current rates of habitat loss, exploitation, etc., we stand to lose far more irreplaceable species. The concept has been criticised for various incapacities to account for all types of threats – indeed, many other prioritisation criteria have been proposed (assessed nicely by Brooks et al. 2006 and Orme et al. 2005), but it’s the general idea proposed by Myers and colleagues that has set the conservation policy stage for most countries. One little gripe here – although the concept ostensibly means areas of high endemic species richness AND associated threat, people often take the term ‘hotspot’ to mean just a place with lots of species. Not so. Ah, the intangible concept of biodiversity!

Classics: Red List of Threatened Species

I was recently fortunate enough to have the chance to speak with Georgina Mace, current president of the Society for Conservation Biology, to ask her which was the defining paper behind the hugely influential IUCN Red List of Threatened Species. There is little doubt that the Red List has been one of the most influential conservation policy tools constructed. Used as the global standard for the assessment of threat (i.e., extinction risk) for now > 40000 species, the Red List is the main tool by which most people judge the status, extinction risk, and recovery potential of threatened species worldwide. Far from complete (e.g., it covers about 2 % of described species), the Red List is an evolving and improving assessment by the world’s best experts. It has become very much more than just a ‘list’.

Indeed, it is used often in the conservation ecology literature as a proxy for extinction risk (although see post on Minimum Viable Population size for some counter-arguments to that idea). We’ve used it that way ourselves in several recent papers (see below), and there are plenty of other examples. From extinction theory to policy implementation, Mace & Lande’s contribution to biodiversity conservation via the Red List was a major step forward.

Tropical turmoil – a biodiversity tragedy in progress

fragmentationWe recently published (online) a major review showing that the world is losing the battle over tropical habitat loss with potentially disastrous implications for biodiversity and human well-being.

Published online in the Ecological Society of America’s journal Frontiers in Ecology and the Environment, our review Tropical turmoil – a biodiversity crisis in progress concludes that we are “on a trajectory towards disaster” and calls for an immediate global, multi-pronged conservation approach to avert the worst outcomes.

Tropical forests support more than 60 % of all known species, but represent only about 7 % of the Earth’s land surface. But up to 15 million hectares of tropical rainforest are being lost every year and species are being lost at a rate of up to 10000 times higher than would happen randomly without humans present.

This is not just a tragedy for tropical biodiversity, this is a crisis that will directly affect human livelihoods. This is not just about losing tiny species found in the canopies of big rain forest trees few people will ever see, this is about a complete change in ecosystem services that directly benefit human life. The Irwin Factor in Conservation Leadership

In 2007 we were compelled to comment on an essential ingredient in the challenge to convince people that conserving biodiversity is in their best interest – inspirational and celebrity characters highlighting the extinction crisis.

Just how important is it to have charismatic conservation champions with celebrity status beating the drum for change? I used to think that it was essential (and some of my colleagues agree) if the majority of the human population is to alter destructive behaviour, especially considering that most people do not read the scientific literature (hence, media such as blogs that can appeal to a much wider audience).

However, there is a danger that overtly sensational representation of these issues may stimulate nothing at all, or even counter-productive behaviour. Indeed, this was our argument concerning Aussie ‘larrikin’ Steve Irwin. Our letter entitled Dangers of sensationalizing conservation biology published in the journal Conservation Biology was a response to Sébastien Paquette’s letter entitled Importance of the ‘Crocodile Hunter’ phenomenon published in the same journal.

An abbreviated version of our letter follows:

The global biodiversity crisis that spawned the discipline of conservation biology is closer to the forefront of the average person’s thoughts than it has ever been. The shift in popular thinking about conservation issues is in no small way due to the impressive and relevant work of conservation scientists worldwide. It is good science that provides the focus for the conservation spotlight, which continues to gain in intensity with problems such as anthropogenically driven climate change. That said, acknowledgement must be given to the power of advocacy wielded by people who have been successful in promoting awareness of conservation matters in the mass media.

The power of media, such as television, to influence public thought on conservation issues is, however, both a blessing and a curse. Its great benefit is that it promotes awareness of the natural world among the urbanized citizenry who are disconnected from the plight of biodiversity. Modern “nature celebrities” such as Sir David Attenborough, Jacques Cousteau, Al Gore, and Steve Irwin have fostered and promoted an appreciation and fascination of natural systems by people who would never otherwise have the opportunity to observe them. The curse, however, is subtler and insidious. The overarching requirement of popular entertainment is that it be eye-catching, sensational, and even eccentric if it is to attract sufficient attention to survive. The Great Disruption

If ever there was a plea for conservation actions that really do something to reverse the catastrophic ecosystem and ensuing economic crashes that are happening worldwide, its embodied in this essay by Paul Gilding. Realistic conservation investment

I’m currently attending the Society for Conservation Biology‘s Annual Meeting in Chattanooga, Tennessee, USA and blogging on presentations I think are worth mentioning.

In a surprise shift from the previously planned final plenary talk, Prof. Helene Marsh of James Cook University gave a nice example of how good research can be melded with non-technical opinion to weight threatened species for recovery investment. Using a north Queensland example, she described how technical assessments of relative threat risk combined with weightings from non-technical policy makers can provide the most realistic and relevant conservation investment when used simultaneously. Based on their paper in 2007 (‘Optimizing allocation of management resources for wildlife‘), Prof. Marsh outlined a quantitative approach to meld these decision-making components with real-world outcomes. I’d like to see some of the real outcomes in terms of recovery of north Queensland threatened species, but at least the State appears to be on the right track by using this tool.

IUCN Chief Scientist & Asia

I’m currently attending the Society for Conservation Biology‘s Annual Meeting in Chattanooga, Tennessee, USA and blogging on presentations I think are worth mentioning.

The first plenary talk was given by the IUCN’s Chief Scientist, Jeffrey McNeely, about the issues surrounding biodiversity conservation in Asia. Dr. McNeely gave an interesting background to the human cultural history and diversity of the region, followed by a brief exposé of the conservation issues there (habitat loss, over-exploitation, invasive species, etc). Overall, however, I was disappointed by his lack of emphasis on the magnitude of the conservation crisis Asia is undergoing. There was no mention of the perverse subsidies buffering unsustainable forestry and fishing, the corruption driving habitat loss and habitat degradation, or the massive problems driven by human over-population.

We recently published (currently online) a paper regarding the conservation crisis facing this (and similar regions) in the tropics Tropical turmoil – a biodiversity crisis in progress (see related post), and several of my colleagues have recently outlined just how badly biodiversity is faring in Asia (e.g., see Brook et al. 2003; Sodhi et al. 2004). While I was happy to see Dr. McNeely mention the need for more research on these issues, his statement that he had “depressed [us] with the problems” was a major understatement. He did not nearly go far enough to ‘depress’ his audience of conservation scientists. We are squarely within a crisis in the region, and if the Chief Scientist of the IUCN who has intimate knowledge of Asia is not singing that song loudly and clearly, I fear it will get far worse before we see any real positive change.

‘Conservation for the people’

This, the title of Peter Kareiva and Michelle Marvier’s paper in Scientific American, embodies in some ways, what this website is all about. Certainly not the first researchers to conclude that people will only value biodiversity if it has direct implications for their own well-being (economic prosperity, health, longevity, etc.), Kareiva and Marvier’s paper nicely summarises, however, the extent to which conservation research MUST quantify these links. The corollary is that if we don’t, conservation research will pass into oblivion (along with the species we are attempting to protect from extinction). Nice paper, and certainly one to watch.

Conservation Letters – a scientific journal with a difference?

ConLetters-Jan12I’d like to introduce the latest scientific conservation journal – Conservation Letters (Wiley-Blackwell). If you are a publishing conservation scientist then you will have undoubtedly heard about this already. I must admit my biased opinion up front – I have the role of Senior Editor for the journal under the auspices of the venerable Editors-in-Chief, Professor Richard Cowling, Professor Hugh Possingham, Professor Bill Sutherland and Dr. Michael Mascia.

We’ve been doing conservation science now for well over 50 years, and there has been some fantastic, hard-hitting, brilliant research done. However, extinction rates continue to soar, habitat loss and fragmentation abound, bushmeat hunting and other forms of direct over-exploitation show no signs of slowing and invasive species are penetrating into the most ‘pristine’ habitats. To top it all off, climate change is exacerbating each and every one of these extinction drivers.

So what have we been doing wrong?

Clearly the best research is going unheeded – this is not to say that some progress has not been made, and I hope to highlight the best examples of the hardest-hitting research on this site – it simply means that we are losing the battle. Enter Conservation Letters – a journal designed to make conservation research more available to policy makers and managers to make true strides forward in biodiversity conservation. I’m not suggesting for a moment that other well-known, respected and established conservation journals have not done their job; without the research those journals publish we’d certainly be much worse off. However, we have recognised that our research isn’t affecting as many people as it should.

With Conservation Letters now well into its first year, I hope that we start to see some changes here, and I hope that the discipline will have a much greater net effect on slowing (and perhaps) reversing the extinction trends we observe today. Climate change is making this much more challenging, as well as the ever-increasing human population. Can we make better progress? – I certainly hope so.
