Australia’s (latest) war on the environment

monkYes, the signs were there, but they weren’t clandestine messages written in the stars or in the chaos of tea-leaf dregs. We saw this one coming, but Australians chose to ignore the warning signs and opt for the American political model of extremism, religiosity, plutocracy and science denial.

Enter the ‘Tea Party’ of Australia – the ‘new’ Coalition where reigning Rex perditor Prime Minister Tony The Monk Abbott1 has, in just a few short months, turned back the clock on Australian environmental protection some 40 years.

Yes, we saw it coming, but it wasn’t a tautological fait accompli just because it concerned a ‘conservative’ government. It’s difficult to remember, I know, that conservative governments of yesteryear implemented some strikingly powerful and effective environmental legislation. Indeed, it was the former incarnation of the Coalition government that implemented the once-formidable Environmental Protection and Biodiversity Conservation (EPBC) Act under the direction of then Environment Minister, Robert Hill. A colossus of sorts, the EPBC suffers from many ailments. While it’s the only really bitey environmental legislation we’ve got, that colossus is a lumbering, limping giant missing more than a few teeth – it needs a complete overhaul.

I know – ‘incentivise’ is one of those terrible wank words of business speak. But to be heard by the economically driven, one must learn their guttural and insensitive language. I digress …

Today’s post is merely a repost of an interview I did for the new Mongabay.com series ‘Next Big Idea in Forest Conservation‘. I’m honoured to have been selected for an interview along with the likes of Bill Laurance and Stuart Pimm.

An Interview with Corey Bradshaw

Mongabay.com: What is your background?

Corey Bradshaw: I have a rather eclectic background in conservation ecology. I grew up in the wilds of western Canada, the son of a trapper. My childhood experiences initially gave me a primarily consumptive view of the environment from trapping, fishing and hunting, but I learned that without intact environmental functions, these precious resources quickly degrade or disappear. This ironic appreciation of natural processes would later lead me into academia and the pursuit of reducing the rate of the extinction crisis.

I completed my first degrees in ecology in Montréal and the University of Alberta, followed by a PhD in New Zealand at the University of Otago. After deciding to pursue the rest of my career in the Southern Hemisphere, I completed my postdoctoral fellowship at the University of Tasmania. Multiple field seasons in the subantarctic and Antarctica probably assisted in a giving me a burgeoning desire to change gears, so I left for the tropics of northern Australia to begin a position at Charles Darwin University. Being introduced there to conservation greats like Navjot Sodhi (sadly, now deceased), Barry Brook and David Bowman turned my research interests on their ear. I quickly became enamoured with quantitative conservation ecology, applying my skills in mathematics to the plight of the world’s ecosystems. Nowhere did the problems seem more intractable than in the tropics.

I am now based at the University of Adelaide (since 2008) and have a vibrant research lab where we apply our quantitative skills to everything from conservation ecology, climate change, energy provision, human population trends, ecosystem services, sustainable agriculture, human health, palaeoecology, carbon-based conservation initiatives and restoration techniques.

Terrestrial biodiversity’s only chance is avoided deforestation

farming forestsToday I was shocked, stunned and pleasantly (for a change) surprised. Australia has its first ‘avoided deforestation’ carbon farming project.

It is understandable that this sort of news doesn’t make the Jane & Joe Bloggs of the world stand up and cheer, but it should make conservation biologists jump for bloody joy.

So why exactly am I so excited about the setting aside of a mere 9000 ha (90 km2, or 10 × 9 km) of semi-arid scrub in western New South Wales? It’s simple – nothing can replace the biodiversity or carbon value of primary forest. In other words, forest restoration – while laudable and needed – can never achieve what existing forest already does. We know now from various parts of the world that biodiversity is nearly always much higher in primary forest, and that the carbon structure of the forest (especially below-ground carbon) can take centuries to recover.

Another problem with restoration – and if you’ve ever been involved in any tree planting yourself, you’ll know what I mean – is that it’s incredibly expensive, time-consuming and slow. Wouldn’t it make more financial sense just to save forests instead of trying to rebuild them?

Of course it is, so the logical conclusion from a conservation perspective is to save primary forest first, then worry about restoration next. The problem is, there are few, if any, financial incentives for keeping forests standing in the private sector. The stumbling rise of the carbon economy is a potential resolution to this problem, although neither the Kyoto Protocol nor most national carbon-trading schemes adequately account for the carbon value of existing forests.

Up until today, even Australia didn’t have any examples.

I’ve spent the last few days on the east coast with my science partner-in-crime, Barry Brook, and one of our newest research associates (Marta Rodrigues-Rey Gomez). We first flew into Sydney at sparrow’s on Monday, then drove a hire car down to The ‘Gong to follow up on some Australian megafauna databasing & writing with Bert Roberts & Zenobia Jacobs. On Tuesday morning we then flitted over to Canberra where we had the opportunity to attend the official launch of a new book that Barry and I had co-authored.

The book, The Curious Country, is an interesting experiment in science communication and teaching dreamed up by Australia’s Chief Scientist, Professor Ian Chubb. Realising that the average Aussie has quite a few questions about ‘how stuff works’, but has little idea how to answer those questions, Ian engaged former Quantum star and science editor, Leigh Dayton, to put together a short, punchy, topical and easily understood book about why science is good for the country.

Yes, intuitive for most of you out there reading this, but science appreciation isn’t always as high as it should be amongst the so-called ‘general public’. Ian thought this might be one way to get more people engaged.

When honoured with the request to write an interesting chapter on biodiversity for the book, I naturally accepted. It turns out Barry was asked to do one on energy provision at the same time (but we didn’t know we had both been asked at the time). Our former lab head, Professor David Bowman, was also asked to write a chapter about fire risk, so it was like a mini-reunion yesterday for the three of us.

I’m in the middle of participating in a short-course on science communication based at the University of Helsinki‘s Lammi Biological Station (about 1.5 hours north of Helsinki by car). Organised by two fantastic people, Mar Cabeza and Tomas Roslin, it’s an eclectic mix of instruction for (mainly) PhD students on how to promote yourself and your science in print, in media, in illustration, in citizen science and for policy makers.

While we aren’t yet finished, I wanted to report that I had the immense pleasure of finally meeting the immeasurably talented environmental cartoonist, Seppo Leinonen. Not only is he an extremely talented artist and a dedicated environmentalist, he’s just a top bloke.

MPs’ ignorance puts national parks in peril

greedyLed by Bill Laurance, our latest opinion editorial in the Higher Education supplement. Interestingly, it has already spawned a bilious and spittle-flecked response by Queensland’s Acting National Parks Minister, Tim Mander. Given the evidence, who’s side do you take? I’m happy that at least one of the worst culprit state governments is at least now paying some attention to the issue.

LAST week the world was appalled when Ecuador decided to open up one of its iconic national parks for petroleum development, with Leonardo di Caprio being among the chorus of dissenting voices. Yet the world should be even more disappointed in Australia, a far wealthier nation whose parks could be facing even worse threats.

Why is Australia going down this reckless path? It’s all down to the state governments – especially in Victoria, Queensland and NSW.

For the conservative politicians currently holding sway in these States, it seems it’s time to generate some quick cash while cutting park budgets – and never mind the impact on Australia’s imperilled ecosystems and biodiversity.

In Victoria, for instance, land developers are now being allowed to build hotels and other ventures in national parks. In NSW, recreational shooting and possibly logging will be allowed in parks if new legislation is passed. In NSW’s marine parks, bans on shore-based recreational fishing are being lifted [see previous post here].

Other parks in NSW and Queensland are being opened up to livestock grazing. In Morrinya National Park in Queensland, a strip of forest 20 km long was recently cleared for fencing, with new stock-watering tanks being established throughout the park. Read the rest of this entry »





Guilty until proven innocent

precautionary principleThe precautionary principle – the idea that one should adopt an approach that minimises risk – is so ingrained in the mind of the conservation scientist that we often forget what it really means, or the reality of its implementation in management and policy. Indeed, it has been written about extensively in the peer-reviewed conservation literature for over 20 years at least (some examples here, here, here and here).

From a purely probabilistic viewpoint, the concept is flawlessly logical in most conservation questions. For example, if a particular by-catch of a threatened species is predicted [from a model] to result in a long-term rate of instantaneous population change (r) of -0.02 to 0.01 [uniform distribution], then even though that interval envelops r = 0, one can see that reducing the harvest rate a little more until the lower bound is greater than zero is a good idea to avoid potentially pushing down the population even more. In this way, our modelling results would recommend a policy that formally incorporates the uncertainty of our predictions without actually trying to make our classically black-and-white laws try to legislate uncertainty directly. Ecology: the most important science of our times

rocket-scienceThe title of this post is deliberately intended to be provocative, but stay with me – I do have an important point to make.

I’m sure most every scientist in almost any discipline feels that her or his particular knowledge quest is “the most important”. Admittedly, there are some branches of science that are more applied than others – I have yet to be convinced, for example, that string theory has an immediate human application, whereas medical science certainly does provide answers to useful questions regarding human health. But the passion for one’s own particular science discipline likely engenders a sort of tunnel vision about its intrinsic importance.

So it comes down to how one defines ‘important’. I’m not advocating in any way that application or practicality should be the only yardstick to ascertain importance. I think superficially impractical, ‘blue-skies’ theoretical endeavours are essential precursors to all so-called applied sciences. I’ll even go so far as to say that there is fundamentally no such thing as a completely unapplied science discipline or question. As I’ve said many times before, ‘science’ is a brick wall of evidence, where individual studies increase the strength of the wall to a point where we can call it a ‘theory’. The economy worse off since 1978

Can’t eat money

I was only a little tacker in 1978, and as any little tacker, I was blissfully unaware that I had just lived through a world-changing event. Just like that blissfully ignorant child, most people have no idea how important that year was.

It was around that year that humanity exceeded the planet’s capacity to sustain itself in perpetuity1. As I’ve just discovered today, it was also the same year that the per-capita Genuine Progress Indicator (GPI) peaked.

Now for a little detour and disclaimer before I explain all that. I’m not an economist, but I have a dabbled with the odd economic concept and bolted-on economic sub-routine in a few models I’ve written. Some would argue that conservation (i.e., the quest and methods needed to conserve biowealth) is almost entirely an economic pursuit, for economics is the discipline that attempts to explain (and modify) human behaviour. I tend to agree insofar as we now know enough on the biological side regarding how species become threatened and go extinct, and what kind of things we need to do to avoid losing more of the life-support system provided by biodiversity. Being completely practical about it, one could even argue that the biology part of conservation biology is complete – we should all now re-train as economists. While that notion probably represents a little hyperbole, it does demonstrate that economics is an essential endeavour in the fight to conserve our home.

Almost everyone has heard of ‘GDP’ – the Gross Domestic Product – as an indicator of economic ‘performance’, although most people have little idea what it actually measures (I’m including businesspeople and politicians here). GDP is merely the sum of marketed economic activity, which is only one small facet of the economy. For example, growing a tomato and preparing a salad for your family with it is not included, yet buying a frozen meal in the supermarket is. Even an oil spill increases GDP via increased expenditures associated with clean-up and remediation, when clearly it is not a ‘good’ thing for the economy on the whole because of the lost opportunities it causes in other sectors. Confession time. This is going to be delicate, and might even ruffle some big feathers. Still, all of us need to talk about it. In fact, I want to trigger a wide conversation on the flaws and merits of what I did.

Back in March of this year I saw a posting for a job with the Smithsonian Conservation Biology Institute (SCBI) seeking a ‘conservation biologist to provide expert advice in the design and implementation of a Biodiversity Monitoring and Assessment Program (BMAP) in northern British Columbia, Canada’. The job sounded cool and important. I was suited for it, knew northern British Columbia well, and loved the idea of working there.

But there was a catch. The job was focused on the local impacts of fossil fuel infrastructure while dissociating itself from the climate impacts of burning that fuel, and involved collaborating with the fossil fuel company. According to the posting, this was not a new thing for the Smithsonian:

Guided by the principles of the Convention on Biological Diversity, SCBI works with a selected group of oil and gas companies since 1996 to develop models designed to achieve conservation and sustainable development objectives while also protecting and conserving biodiversity, and maintaining vital ecosystem services that benefit both humans and wildlife.

Given that climate change already is diminishing global biodiversity and hampering the ecosystem services on which we all depend, the logic seemed inconsistent to me. But there was little time to ponder it. The application deadline had just passed and my soft-money position with the Vancouver Aquarium Marine Science Centre was fizzling out. Our national parks must be more than playgrounds or paddocks

Convo TweetsIt’s interesting when a semi-random tweet by a colleague ends up mobilising a small army of scientists to get pissed off enough to co-write an article. Euan Ritchie of Deakin University started it off, and quickly recruited me, Mick McCarthy, David Watson, Ian Lunt, Hugh Possingham, Bill Laurance and Emma Johnston to put together the article. It’s a hugely important topic, so I hope it generates a lot of discussion and finally, some bloody action to stop the rapid destruction of this country’s national parks system.

It’s make or break time for Australia’s national parks.

National parks on land and in the ocean are dying a death of a thousand cuts, in the form of bullets, hooks, hotels, logging concessions and grazing licences. It’s been an extraordinary last few months, with various governments in eastern states proposing new uses for these critically important areas.

Australia’s first “National Park”, established in 1879, was akin to a glorified country club. Now called the “Royal National Park” on the outskirts of Sydney, it was created as a recreational escape for Sydney-siders, with ornamental plantations, a zoo, race courses, artillery ranges, livestock paddocks, deer farms, logging leases and mines.

Australians since realised that national parks should focus on protecting the species and natural landscapes they contain. However, we are now in danger of regressing to the misguided ideals of the 19th Century.

Parks under attack

In Victoria, new rules will allow developers to build hotels and other ventures in national parks. In New South Wales, legislation has been introduced to allow recreational shooting in national parks, and there is pressure to log these areas too. Read the rest of this entry »





A carbon economy can help save our species too

Will Australia’s biodiversity benefit from the new carbon economy designed to reduce greenhouse gas emissions? Or will bio-‘perversities’ win the day?

“Cautious optimism” was the conclusion of Professor Corey Bradshaw, Director of Ecological Modelling at the University of Adelaide’s Environment Institute. He is lead author of a new paper published in the journal of Biological Conservation which reviewed the likely consequences of a carbon economy on conservation of Australian biodiversity.

“In most circumstances these two very important goals for Australia’s future – greenhouse gas emissions reduction and biodiversity conservation – are not mutually exclusive and could even boost each other,” Professor Bradshaw says.

“There are, however, many potential negative biodiversity outcomes if land management is not done with biodiversity in mind from the outset.”

The paper was contributed to by 30 Australian scientists from different backgrounds. They reviewed six areas where Australia’s Carbon Farming Initiative could have the greatest impact on biodiversity: environmental plantings; policies and practices to deal with native regrowth; fire management; agricultural practices; and feral animal control.

“The largest biodiversity ‘bang for our buck’ is likely to come from tree plantings,” says Professor Bradshaw. “But there are some potential and frightening ‘bioperversities’ as well. For example, we need to be careful not to plant just the fastest-growing, simplest and non-native species only to ‘farm’ carbon.

“Carbon plantings will only have real biodiversity value if they comprise appropriate native tree species and provide suitable habitats and resources for valued fauna. Such plantings could however risk severely altering local hydrology and reducing water availability.”

Professor Bradshaw says carefully managing regrowth of once-cleared areas could also produce a large carbon-sequestration and biodiversity benefit simultaneously. And carbon price-based modifications to agriculture that would benefit biodiversity included reductions in tillage frequency, livestock densities and fertiliser use, and retention and regeneration of native shrubs. Hot topics in ecology

HotTopic copyJust a short one today to highlight a new1 endeavour by the Ecological Society of Australia.

Ecological societies around the world (e.g., Ecological Society of Australia, British Ecological Society, Ecological Society of AmericaCzech Society for Ecology, Société française d’Écologie, etc. – see a fairly comprehensive list of ecological societies around the world here) are certainly worthwhile from an academic standpoint. I’m a member of at least three of them, and over the years I’ve found them to be a great way to meet colleagues to discuss various aspects of our work. The conferences are usually a lot of fun (although I’ve generally found the Ecological Society of America conferences are too huge and unwieldy to be terribly beneficial), the talks are usually pretty good, and the social programmes tend to demonstrate just how human we scientists can be (I’ll let you read into that what you want).

An outsider could easily argue, however, that most ecological societies are archaic bastions of a former time when ecology was more a theoretical endeavour for academic circles, with little of practical use in today’s society. I’d agree that many components of these societies still hold onto elements of this sentiment, but it’s fast becoming clear that ecological societies can play an immensely important role in shaping their countries’ environmental policy. Crying ‘wolf’ overlooks the foxes: challenging ‘planetary tipping points’

tipping pointToday, a paper by my colleague, Barry Brook, appeared online in Trends in Ecology and Evolution. It’s bound to turn a few heads.

Let’s not get distracted by the title of the post, or the potential for a false controversy. It’s important to be clear that the planet is indeed ill, and it’s largely due to us. Species are going extinct faster than the would have otherwise. The planet’s climate system is being severely disrupted, so is the carbon cycle. Ecosystem services are on the decline.

But – and it’s a big ‘but’ – we have to be wary of claiming the end of the world as we know it or people will shut down and continue blindly with their growth and consumption obsession. We as scientists also have to be extremely careful not to pull concepts and numbers out of our bums without empirical support.

Specifically, I’m referring to the latest ‘craze’ in environmental science writing – the idea of ‘planetary tipping points‘ and the related ‘planetary boundaries‘. It’s really the stuff of Hollywood disaster blockbusters – the world suddenly shifts into a new ‘state’ where some major aspect of how the world functions does an immediate about-face. Having more tree species makes us wealthier

money treeAs more and more empirical evidence pours in from all corners of the globe, we can only draw one conclusion about the crude measure of species richness (i.e., number of species) – having more species around makes us richer.

And I’m not talking about the esoteric or ‘spiritual’ richness that the hippies dribble about around the campfire after a few dozen cones pulled off the bong (I’ll let the confused among you try to work the meaning of that one out by yourselves), I’m talking about real money (incorporated into my concept of ‘biowealth‘).

The idea that ‘more is better’ in terms of the number of species has traditionally found some (at times, conflicting) empirical support in the plant ecology literature, the latest evidence about which I wrote last year. This, the so-called ‘diversity-productivity’ relationship (DPR), demonstrates that as a forest or grass ecosystem gains more species, its average or total biomass production increases.

Why do conservation scientists get out of bed?

The question is philosophical in nature (and I was never very good at philosophy – just ask my IB philosophy teacher), hence its unusually complicated implications. The question goes something like this:

Given what you know about the state of the world – the decline in biodiversity, ecosystem services and our own health and welfare – how do you manage to get out of bed in the morning and go to work?

Yes, I can be a little, shall we say, ‘gloomy’ when I give a public lecture; I don’t tend to hold back much when it comes to just how much we’ve f%$ked over our only home, or why we continue to shit in our own (or in many cases, someone else’s) kitchen. It’s not that I get some sick-and-twisted pleasure out of seeing people in the front row shake their heads and ‘tsk-tsk’ their way through my presentation, but I do feel that as an ‘expert’ (ascribe whatever meaning to that descriptor you choose), I have a certain duty to inform non-experts about what the data say.

No-extinction targets are destined to fail

I’ve been meaning to write about this for a while, and now finally I have been given the opportunity to put my ideas ‘down on paper’ (seems like a bit of an old-fashioned expression these days). Now this post might strike some as overly parochial because it concerns the state in which I live, but the concept applies to every jurisdiction that passes laws designed to protect biodiversity. So please look beyond my navel and place the example within your own specific context.

As CB readers will appreciate, I am firmly in support of the application of conservation triage – that is, the intelligent, objective and realistic way of attributing finite resources to minimise extinctions for the greatest number of (‘important’) species. Note that deciding which species are ‘important’ is the only fly in the unguent here, with ‘importance’ being defined inter alia as having a large range (to encompass many other species simultaneously), having an important ecological function or ecosystem service, representing rare genotypes, or being iconic (such that people become interested in investing to offset extinction.

But without getting into the specifics of triage per se, a related issue is how we set environmental policy targets. While it’s a lovely, utopian pipe dream that somehow our consumptive 7-billion-and-growing human population will somehow retract its massive ecological footprint and be able to save all species from extinction, we all know that this is irrevocably  fantastical.

So when legislation is passed that is clearly unattainable, why do we accept it as realistic? My case in point is South Australia’s ‘No Species Loss Strategy‘ (you can download the entire 7.3 Mb document here) that aims to

“…lose no more species in South Australia, whether they be on land, in rivers, creeks, lakes and estuaries or in the sea.”

When I first learned of the Strategy, I instantly thought to myself that while the aims are laudable, and many of the actions proposed are good ones, the entire policy is rendered toothless by the small issue of being impossible. Read the rest of this entry »





Degraded States of Ausmerica

You might remember that I’ve been in California for several weeks now. The principal reason for my visit was to finish a book that Paul Ehrlich and I started last year. So, without the major distractions of everyday university life, I’ve spent much of my time lately at Stanford University in a little office next to Paul’s trying to finish (I also attended a conference in Portland, Oregon).

Yesterday, we wrote the last few paragraphs. A giant gorilla has now lumbered its way off my back.

So. What is the book about, you might ask? I can’t give away too many details, but I will give a few teasers. The book is called, at least for now, ‘Oz & US’, which is a bit of a play of words. In the book we contrast the environmental histories, current state of affairs, and likely futures of our respective nations. It’s written in a popular style so that non-specialists can learn a little something about how bad the environment has become in our two countries.

At first glance, one might wonder why we chose to contrast the U.S. and Australia – they are quite different beasts, indeed. Their histories are immensely different, from the aboriginal populations, through to European colonisation (timing and drivers), biological (including agricultural) productivities, carrying capacities, population sizes and politics. But these differences belie too many convergences in the environmental states of each nation – we now both have increasingly degraded environments, we have both pushed the boundaries of our carrying capacities, and our environmental politics are in a shambles. In other words, despite having started with completely different conditions, our toll on nature’s life-support systems is now remarkably similar.

The invisible hand of ecosystem services

I’ve just spent nearly an entire week trying to get my head around ecosystem services (ES).

You’d think that would have been a given based on my experience, my research, my writings and the fact that I’ve just spent the last week with 400 ES specialists from around the world at the 5th international Ecosystem Services Partnership (ESP) Conference in Portland, Oregon, USA.

Well, prior to this week I thought I knew what ES were, but now I think I’m just a little more confused.

Of course, I’m not talking about the concept of ES or what they are (hell, I’ve written enough about them on this blog and in my papers); my problem is understanding how we as society end up valuing them in a practical, sensible and feasible way.

So I’m going to describe the ESP Conference as I saw it, and not necessarily in chronological order.

First up is the term ‘ecosystem services’ itself – horrible name, and something rammed home again after attending the conference. Most people on the planet that are not scientists (that would be nearly everyone) just might have the most tenuous and ethereal of grasps of ‘ecosystem’ in the first place, and I’d bet that 99 % of most undergraduate students couldn’t provide a comprehensive description. This is because ecosystems are mind-bogglingly, chaotically and awesomely complex. Just ask any ecosystem ecologist.

The second part of the term – services – is particularly offensive in its presumption and arrogance. It’s not like you ring up an ecosystem and get it to clean your carpets, or fill your water tank or gas cylinder. No, the natural world did not evolve to pamper humanity; we are merely part of it (and bloody efficient at modifying it, I might add).

So try to sell this ‘incredibly complex thingy’ that is ‘there to do some (intangible) shit for us’ to the public, policy makers and politicians, and you mostly get a dog’s regurgitated breakfast and some blank, slack-jawed stares. Read the rest of this entry »





Get boreal

I’ve been a little quiet this last week because I’ve had to travel to the other side of the planet for what turned out to be a very interesting and scientifically lucrative workshop. After travelling 31 hours from Adelaide to Umeå in northern Sweden, I wondered to myself if it was going to be worth it for a 2.5-day workshop on a little island (Norrbyskär) in the Baltic Sea (which, as it turned out, didn’t have internet access).

The answer is a categorical ‘yes’!

Many of you know that I’ve dabbled in boreal forest conservation in the past, but I could never claim any real expertise in the area. Hence it came as something of a shock when Jon Moen of Umeå University asked me to attend a specialist workshop focused loosely on making the plight and importance of the boreal forest more widely acknowledged. I dragged my feet initially, but Jon convinced me that I could add something to the mix.

It was a small workshop, but well-represented by all boreal countries save Norway (i.e., we had Russians, Swedes, Finns, Canadians and Americans – this Australian was indeed the odd one out). We also had a wide array of expertise, from carbon accountants, political scientists, political economists, native cultures experts, ecologists to foresters. Our mandate – justify why we should pay more attention to this globally important region.
