Better codes of practice for control of feral animals

From time to time I turn my research hand to issues of invasive species control, for example, from manipulating pathogens to control rabbits, to island eradication of feral cats and pigs, to effective means to control feral deer.

Not only do invasive species cost well over $1.7 trillion (yes, that’s trillion, with 12 zeros) each year in terms of damage and control (a minimum of $25 billion per year in Australia alone), they are one of the main drivers of biodiversity loss globally. So, if you baulk at lethal forms of control of invasive species, you are simultaneously stating that you’re fine with the torture and death of millions (if not, billions) of native animals each year.

Thanks to the collaborative and evidence-driven foresight of my colleagues at PIRSA Biosecurity and Landscape Boards, I was recently involved in more research examining the most efficient, cost-effective, and humane ways to cull feral dear in South Australia. The resulting paper is now in review in NeoBiota, but we have also posted a pre-print of the article.

Feral deer are a real problem in Australia, and South Australia is no exception. With six species of feral deer in the country already (fallow Dama dama, red Cervus elaphus, hog Axis porcinus, chital A. axis), rusa C. timorensis, and sambar Rusa unicolor deer), fallow deer are the most abundant and widespread. These species are responsible for severe damage to native plants, competition with native animals, economic losses to primary industries (crops, pastures, horticulture, plantations), and human safety risks from vehicle collisions. Feral deer are also reservoirs and vectors of endemic animal diseases and have the potential to transmit exotic animal diseases such as foot-and-mouth. If left uncontrolled, within 30 years the economic impacts of feral deer could reach billions of dollars annually.

Recreational hunting, conservation and livelihoods: no clear evidence trail

In sub-Saharan Africa, almost 1,400,000 km² of land spread across many countries — from Kenya to South Africa — is dedicated to “trophy” (recreational) hunting. This type of hunting can occur on communal, private, and state lands.

The hunters – mainly foreign “tourists” from North America and Europe – target a wide variety of species, including lions, leopards, antelopes, buffalo, elephants, zebras, hippopotamus and giraffes.

Debates centred on the role of recreational hunting in supporting nature conservation and local people’s livelihoods are among the most polarising in conservation today.

On one hand, people argue that recreational hunting generates funding that can support livelihoods and nature conservation. It’s estimated to generate US$200 million annually in sub-Saharan Africa, although others dispute the magnitude of this contribution.

On the other hand, hunting is heavily criticised on ethical and moral grounds and as a potential threat to some species.

Evidence for taking a particular side in the debate is still unfortunately thin. In our recently published research, we reviewed the large body of scientific literature on recreational hunting from around the world, which meant we read and analysed more than 1000 peer-reviewed papers.

Conservation paradox – the pros and cons of recreational hunting

Through the leadership of my long-time friend and collaborator, Enrico Di Minin of the Helsinki Lab of Interdisciplinary Conservation Science, as well as the co-leadership of my (now) new colleague, Dr Hayley Clements, I’m pleased to report our new paper in One Earth — ‘Consequences of recreational hunting for biodiversity conservation and livelihoods‘.


My father was a hunter, and by proxy so was I when I was a lad. I wasn’t really a ‘good’ hunter in the sense that I rarely bagged my quarry, but during my childhood not only did I fail to question the morality of recreational hunting, I really thought that in fact it was by and large an important cultural endeavour.

It’s interesting how conditioned we become as children, for I couldn’t possibly conceive of hunting a wild, indigenous species for my own personal satisfaction now. I find the process not only morally and ethically reprehensible, I also think that most species don’t need the extra stress in an already environmentally stressed world.

I admit that I do shoot invasive European rabbits and foxes on my small farm from time to time — to reduce the grazing and browsing pressure on my trees from the former, and the predation pressure on the chooks from the latter. Of course, we eat the rabbits, but I tend just to bury the foxes. My dual perspective on the general issue of hunting in a way mirrors the two sides of the recreational hunting issue we report in our latest paper.

I want to be clear here that our paper focuses exclusively on recreational hunting, and especially the hunting of charismatic species for their trophies. The activity is more than just a little controversial, for it raises many ethical and moral concerns at the very least. Yet, recreational hunting is frequently suggested as a way to conserve nature and support local people’s livelihoods.

“Overabundant” wildlife usually isn’t

koalacrosshairsLate last year (10 December) I was invited to front up to the ‘Overabundant and Pest Species Inquiry’ at the South Australian Parliament to give evidence regarding so-called ‘overabundant’ and ‘pest’ species.

There were the usual five to six Ministers and various aides on the Natural Resources Committee (warning here: the SA Parliament website is one of the most confusing, archaic, badly organised, and generally shitty government sites I’ve yet to visit, so things require a bit of nuanced searching) to whom I addressed on issues ranging from kangaroos, to dingoes, to koalas, to corellas. The other submissions I listened to that day were (mostly) in favour of not taking drastic measures for most of the human-wildlife conflicts that were being investigated.

Forward seven months and the Natural Resources Committee has been reported to have requested the SA Minister for Environment to allow mass culling of any species (wildlife or feral) that they deem to be ‘overabundant’ or a ‘pest’.

So, the first problem is terminological in nature. If you try to wade through the subjectivity, bullshit, vested interests, and general ignorance, you’ll quickly realise that there is no working definition or accepted meaning for the words ‘overabundant’ or ‘pest’ in any legislation. Basically, it comes down to a handful of lobbyists and other squeaky wheels defining anything they deem to be a nuisance as ‘overabundant’, irrespective of its threat status, ecological role, or purported impacts. It is, therefore, entirely subjective, and boils down to this: “If I don’t like it, it’s an overabundant pest”. Read the rest of this entry »

My mate Dr Brad Page — Principal Biosecurity Officer (Pest Animals) at Biosecurity SA — asked me to post the following jobs he’s advertising for pest-animal control. Now, I’m near-completely opposed to ‘wild dog’ (i.e., dingo) control in Australia, but I’ve agreed to post the third position as well, despite my ecological misgivings. Brad has a different perspective.

We have exciting opportunities for three new pest animal control coordinators, who will be working to support and reinvigorate control of deer, rabbits, and ‘wild dogs’.

All three coordinators will be part of our Biosecurity SA Division within PIRSA. These new positions will report to our Principal Biosecurity Officer, Pest Animals.

Valuing what we have to prevent it from disappearing

I acknowledge that I’ve been banging on a bit about southern Africa over the last few weeks, but I defend my enthusiasm on the grounds that my first trip to the Kruger National Park profoundly changed the way I view extinction theory and conservation biology.

Today’s post rounds off this mini-series with something I only alluded to in my last: interacting with tame elephants.

I have always been in two minds about the role of animals in captivity, with my opinion that most zoos edge toward the negative because most people who attend them appear to view the animals as a freak-show rather than appreciate their beauty or be fascinated by their behaviour and ecology; add the near-impossible-to-avoid psychological distress to which most captive animals succumb, many zoos in particular are probably better off not existing at all.

That being the case, I won’t simply write off all captive situations as ‘negative’, because if done well, they can have a wonderful educational role to play. Read the rest of this entry »





Outright bans of trophy hunting could do more harm than good

In July 2015 an American dentist shot and killed a male lion called ‘Cecil’ with a hunting bow and arrow, an act that sparked a storm of social media outrage. Cecil was a favourite of tourists visiting Hwange National Park in Zimbabwe, and so the allegation that he was lured out of the Park to neighbouring farmland added considerable fuel to the flames of condemnation. Several other aspects of the hunt, such as baiting close to national park boundaries, were allegedly done illegally and against the spirit and ethical norms of a managed trophy hunt.

In May 2015, a Texan legally shot a critically endangered black rhino in Namibia, which also generated considerable online ire. The backlash ensued even though the male rhino was considered ‘surplus’ to Namibia’s black rhino populations, and the US$350,000 generated from the managed hunt was to be re-invested in conservation. Together, these two incidents have triggered vociferous appeals to ban trophy hunting throughout Africa.

These highly politicized events are but a small component of a large industry in Africa worth > US$215 million per year that ‘sells’ iconic animals to (mainly foreign) hunters as a means of generating otherwise scarce funds. While to most people this might seem like an abhorrent way to generate money, we argue in a new paper that sustainable-use activities, such as trophy hunting, can be an important tool in the conservationist’s toolbox. Conserving biodiversity can be expensive, so generating money is a central preoccupation of many environmental NGOs, conservation-minded individuals, government agencies and scientists. Making money for conservation in Africa is even more challenging, and so we argue that trophy hunting should and could fill some of that gap. Read the rest of this entry »





Cloning for conservation – stupid and wasteful

I couldn’t have invented a better example of a Toothless conservation concept.

I just saw an article in the Independent (UK) about cloning for conservation that has rehashed the old idea yet again – while there was some interesting thoughts discussed, let’s just be clear just how stupidly inappropriate and wasteful the mere concept of cloning for biodiversity conservation really is.

1. Never mind the incredible inefficiency, the lack of success to date and the welfare issues of bringing something into existence only to suffer a short and likely painful life, the principal reason we should not even consider the technology from a conservation perspective (I have no problem considering it for other uses if developed responsibly) is that you are not addressing the real problem – mainly, the reason for extinction/endangerment in the first place. Even if you could address all the other problems (see below), if you’ve got no place to put these new individuals, the effort and money expended is an utter waste of time and money. Habitat loss is THE principal driver of extinction and endangerment. If we don’t stop and reverse this now, all other avenues are effectively closed. Cloning won’t create new forests or coral reefs, for example.

I may as well stop here, because all other arguments are minor in comparison to (1), but let’s continue just to show how many different layers of stupidity envelop this issue.

2. The loss of genetic diversity leading to inbreeding depression is a major issue that cloning cannot even begin to address. Without sufficient genetic variability, a population is almost certainly more susceptible to disease, reductions in fitness, weather extremes and over-exploitation. A paper published a few years ago by Spielman and colleagues (Most species are not driven to extinction before genetic factors impact them) showed convincingly that genetic diversity is lower in threatened than in comparable non-threatened species, and there is growing evidence on how serious Allee effects are in determining extinction risk. Populations need to number in the 1000s of genetically distinct individuals to have any chance of persisting. To postulate, even for a moment, that cloning can artificially recreate genetic diversity essential for population persistence is stupidly arrogant and irresponsible.

3. The cost. Cloning is an incredibly costly business – upwards of several millions of dollars for a single animal (see example here). Like the costs associated with most captive breeding programmes, this is a ridiculous waste of finite funds (all in the name of fabricated ‘conservation’). Think of what we could do with that money for real conservation and restoration efforts (buying conservation easements, securing rain forest property, habitat restoration, etc.). Even if we get the costs down over time, cloning will ALWAYS be more expensive than the equivalent investment in habitat restoration and protection. It’s wasteful and irresponsible to consider it otherwise.

So, if you ever read another painfully naïve article about the pros and cons of cloning endangered species, remember the above three points. I’m appalled that this continues to be taken seriously!

The yob factor in conservation

I believe that I am like most people when I say that I am generally annoyed by, but can live with, the yob (a.k.a. bogan, booner, westie, bevan, chigger, chav) culture pervading our society. I can live with the hooning (Why do they believe that pressing the foot 1 cm closer to the floor increases their perceived virility? I extend my curled little finger in response), bad music, mullets (indeed, those are just plain entertainment), their appalling diet, smoking and fashion statements (even more entertaining), and I can even live with their conservative political perspectives. After all, we live in an open and democratic society where one can choose to live anywhere within the yob-wanker spectrum (apologies to T.I.S.M.).

What I find more problematic is the overt anti-environmentalism the yob culture embraces. Sure, every time the petrol price notches up, I smile inside just a little bit at every unheard curse emanating from yobs around the country as they painfully fill their petrol-sucking yob cars with the latest in potential GHG emissions (small justices are hard won). But the real problem lies in the over-exploitation of our already stressed environments from some of our less-than-conscientious fisher friends. Not all recreational fishers are the kind that sport the classic ‘I Fish and I Vote’ stickers (also very amusing1) on the back of their utes, nor are they all convinced that fishing is an inalienable right granted by Poseidon himself. But a lot are.

Case in point, I found this little nugget in a certain state government’s ‘Recreational Fishing Guide‘ by a prominent producer of those petrol-guzzling yob cars:

Excuse me? Yes, you read correctly, the STATE GOVERNMENT’S Recreational Fishing Guide.

Is this really the kind of mentality that the state government is trying to promote amongst its recreational fishing community? Do we really believe that recreational fishing is so innocuous that plainly ridiculous acts that flout even the state’s own regulations are to be encouraged? I’d like to think otherwise, but I am clearly aware that there is high probability that I’ve hit the nail on the head.

Don’t get me wrong, I’ve fished many times myself and grew up with a father who would avoid any lake where another person was fishing just to have another lake to himself. I like fish and enjoy eating freshly caught ones when I can (which is not very often because I do not own a boat or fishing gear).

So, what’s the problem? This brings me to the core of this post and the reason I started with the uncharacteristic rant. Most fisheries around the world are already in big trouble (see previous post on this subject here), so when the number of intense-use recreational fishers is high, we have recipe for disaster.

A paper by Cooke & Cowx that appeared in 2004 entitled The role of recreational fishing in global fish crises gets my vote for the Potential list here at ConservationBytes.com. This paper identified that recreational fishing could account for as much as 12 % of the global fish harvest and lead to severe declines in fish populations, especially where participation is high and commercial fisheries operate in tandem. Again, a classic example of the tragedy of the commons. Lewin and colleagues in 2006 reiterated the point and demonstrated that recreational fishing must be tightly managed and good practices encouraged to avoid localised depletions and population declines.

So when state agencies encourage yobs to behave in ways our little advert implies (I can hear the ‘YEAHS and ‘WOOHOOS’ too clearly), we are failing to manage our tragic common goods correctly and to promote good practice. Indeed, for the very reason that good behaviour ensures a longer and more fulfilling future of angling for everyone, shouldn’t we be promoting the ‘less-is-more’ mantra more aggressively?

When ‘conservationists’ …aren’t

There is the concept of “conservation” and its vital counterpart, “preservation”. “Conservation” is defined as the preservation and careful management of the environment and of natural resources. Although preservation is necessarily an inherent aspect of conservation, in recent years it has come to symbolise a form of environmental zealotry that would preclude, if given the chance, any advancement of knowledge in ecology and biology in general. Conservation embraces understanding – knowledge that enables a defined management of the systems we seek to conserve.

Most people are familiar with emotive zealots such as those subscribing to the extreme views in abortion laws, religion and animal rights. I am reminded here of Barry Horne, the British animal-rights activist who died in a prison hospital from hunger strike. Mr. Horne was serving an 18-year sentence after being convicted of a nation-wide fire-bombing campaign in 1997. The misplaced passion exuded by Mr. Horne not only cost him his own life, but millions of pounds to shop owners around the country. One might ask the question: What was it all for? Even the slightly more humoristic saga of eco-terrorists in Edward Abbey’s 1975 novel Monkey Wrench Gang reminds us that zealots can embrace issues with a dedication that denies the logic of constructive improvement.

A far more insidious and malignant form of zealotry is that demonstrated by individuals or organisations that on the surface advocate a particular opinion, when underneath, do not actually subscribe to their own stated convictions. A common diatribe of such preservation zealots is that researchers do “science for science’s sake”. Read the rest of this entry »
