Offshore Energy & Marine Spatial Planning

I have the pleasure (and relief) of announcing a new book that’s nearly ready to buy, and I think many readers of CB.com might be interested in what it describes. I know it might be a bit premature to announce it, but given that we’ve just finished the last few details (e.g., and index) and the book is ready to pre-order online, I don’t think it’s too precocious to advertise now.

A little history is in order. The brilliant and hard-working Katherine Yates (now at the University of Salford in Manchester, UK) approached me back in 2014 to assist her with co-editing the volume that she wanted to propose for the Routledge Earthscan Ocean series. I admit that I reluctantly agreed at the time, knowing full well what was in store (anyone who has already edited a book will know what I mean). Being an active researcher in energy and biodiversity (perhaps not so much on the ‘planning’ side per se) certainly helped in my decision.

And yes, there were ups and downs, and sometimes it was a helluva lot of work, but Katherine certainly made my life easier, and she has finally driven the whole thing to completion. She deserves most of the credit.

Throwing the nuclear baby out with the fossil-fuel bathwater

Lynas TwitterA really important paper was just published in Science Advances by Elizabeth Anderson & colleagues.

The team’s paper, Fragmentation of Andes-to-Amazon connectivity by hydropower dams, pretty much highlights what many pragmatic environmentalists have been stressing for years — so-called ‘renewable’ technology rolled out at massive scales (to the exclusion of other technologies like nuclear power) can really endanger biodiversity.

As environmental campaigner, Mark Lynas, rightly points out, renewables, with sufficient base-load back-up by technologies like nuclear, are so far ahead of other combinations (particular, regionally specific mix ratios notwithstanding) in terms of what they can potentially achieve for biodiversity, that our society’s blind push for 100% renewable (instead of 0% carbon), is doing far more environmental harm than good.

Not 100% renewable, but 0% carbon

635906686103388841-366754148_perfection1Anyone familiar with this blog and our work on energy issues will not be surprised by my sincere support of nuclear power as the only realistic solution to climate change in the electricity (and possibly transport and industrial heat) arena. I’ve laid my cards on the table in the peer-reviewed literature (e.g., see here, here, here, here, here & here) and the standard media, and I’ve even joined the board of a new environmental NGO that supports nuclear.

And there is hope, despite the ever-increasing human population, rising consumerism, dwindling resources, and the ubiquity of ideologically driven and ethically compromised politicians. I am hopeful for several reasons, including rising safety and reliability standards of modern nuclear technology, the continued momentum of building new fission reactors in many countries, and even the beginnings of real conversations about nuclear power (or at least, the first steps toward this) in countries where nuclear energy is currently banned (e.g., Australia). I’m also heartened by the fact that nearly every conservation scientists with whom I speak is generally supportive, or at least non-resistant, to the idea of nuclear power as part of the climate change solution. An open letter by our colleagues attests to this. In fact, every day that passes brings new evidence that we cannot ignore this solution any longer.

Even despite the evidence in support of implementing a strong nuclear component into climate change-mitigation strategies, one of the most frequent arguments for not doing so is that society can achieve all of its energy needs and simultaneously combat climate change by constructing 100% renewable-energy pathways. While it is an easy mantra to repeat because it feels right intrinsically to nearly everyone with an environmental conscience, as a scientist I also had to ask if such a monumental task is even technically feasible. More things stay the same, more we retrogress

obrazek_1idiommmmsmmWithin six months of Abbott and the Coalition seizing power in the 2013 Australian election, decades—if not centuries—of environmental damage and retrograde policies unfolded. But this was no run-of-the-mill incompetence and neglect by government—this was an all-out attack on anything with the merest whiff of environmental protection. The travesty is well-documented, from infamously axing both the carbon-pricing scheme and climate commission, eradicating Labor’s 80% emissions-reduction target by 2050, diluting the Renewable Energy Target, refusing to commit to enforcing the Illegal Logging Prohibition Act (fortunately, this is now law), defunding the only independent legal entity available to limit environmentally destructive development (Environmental Defenders Office), to even attempting to remove the rights of environmental groups to challenge development proposals (thankfully, that failed).

The Coalition’s backward and ineffectual climate change-mitigation policies alone are evidence enough for long-term damage, but their war on the environment in general means that even the future election of a more environmentally responsible government will not undo the damage quickly, if at all. As a result of these and other nearsighted policies, Australia remains one of the highest per-capita greenhouse-gas emitters on the planet, has one of the highest per-capita water uses of any nation, leads the world in mammal extinctions, continues to deforest its already forest-poor landscape, and is a society utterly unprepared to deal with the future challenges of a degraded planet.

It’s not always best to be the big fish

obrien_fish_2Loosely following the theme of last week’s post, it’s now fairly well established that humans tend to pick on the big species first.

From fewer big trees, declines of big carnivores, elephant & rhino poaching, to fishing down the web, big species tend to cop it hardest when it comes to human-caused ecological disturbance.

While there are a lot of different combinations of traits that make some species more vulnerable to extinction than others (see examples for legumes, amphibians, sharks & teleosts, and mammals), one of the main ones is species size.

Generally speaking, larger species tend to produce fewer offspring and breed later in life than smaller species. This means that despite larger species tending to live longer than their smaller counterparts, their ‘slow’ reproductive output means that they are generally more susceptible to rapid environmental change (mainly via human intervention). In other words, their capacity for self-replacement is often too low to counteract the offtake from direct exploitation or habitat loss.

Despite a reasonable scientific understanding of this extinction-risk principle, the degree to which human disturbance affects species’ distributions is much less well quantified, and this is especially true for marine species.

I’m proud to announce another fascinating paper led by my postdoc, Camille Mellin, that has just come out online in Nature CommunicationsHumans and seasonal climate variability threaten large-bodied coral reef fish with small ranges.

With the world’s largest combined dataset of coral reef fish surveys for the entire Indo-Pacific (including the coral reef fish biodiversity hotspot — the Coral Triangle), we examined which conditions best described the distribution of fishes over a range of body sizes. Getting your conservation science to the right people

argument-cartoon-yellingA perennial lament of nearly every conservation scientist — at least at some point (often later in one’s career) — is that the years of blood, sweat and tears spent to obtain those precious results count for nought in terms of improving real biodiversity conservation.

Conservation scientists often claim, especially in the first and last paragraphs of their papers and research proposals, that by collecting such-and-such data and doing such-and-such analyses they will transform how we manage landscapes and species to the overall betterment of biodiversity. Unfortunately, most of these claims are hollow (or just plain bullshit) because the results are either: (i) never read by people who actually make conservation decisions, (ii) not understood by them even if they read the work, or (iii) never implemented because they are too vague or too unrealistic to translate into a tangible, positive shift in policy.

A depressing state of being, I know.

The blog post today is a little explanatory synopsis of why we wrote the book and what it contains, but of course the real ‘meat’ is in the book. I hope you enjoy it.

Our chance meeting in 2009 at Stanford University turned out to be auspicious, not least of which because of the publication this week of our co-authored book, Killing the Koala and Poisoning the Prairie. Australia, America and the Environment by University of Chicago Press. As a mid-career ecologist (Bradshaw) based at the University of Adelaide, it was indeed an honour to meet one of the most famous scientists (Ehrlich) in my field. With a list of books and hundreds of scientific papers under his belt, Ehrlich has been tackling major environmental issues since the 1960s. Ehrlich also has a long-time interest in Australia, having visited nearly every year during the last four decades and experienced more of the country than most Australians. Together we have observed firsthand the similarities and differences of Australia and the US, and the eyes we see through are trained as those of environmental scientists and evolutionary biologists.

So why write a book about the environmental tragedies currently unfolding in two completely different countries at opposite ends of the Earth? As it turns out, Australia and the US have much more in common environmentally than one might think, and not necessarily in a good way. Despite our vastly different floras and faunas, population densities, histories of human colonisation and soil productivities, there is an almost spooky similarity in the environmental and political problems both our countries are now experiencing. As such, we have a lot to learn about avoiding each other’s mistakes.

Australia and the contiguous US are roughly equivalent in land area, both cultures are derived originally and principally from what is now the United Kingdom, and both are examples of super-consuming, super-wasting, wealthy, literate countries. Both countries also have environmental footprints that exceed most other countries on Earth, with some of the world’s highest per capita rates of greenhouse-gas emissions, water consumption, species extinctions and deforestation.  Read the rest of this entry »

It’s time for environmentalists to give nuclear a fair go

Should nuclear energy be part of Australia’s (and many other countries’) future energy mix? We think so, particularly as part of a solution to reduce greenhouse gas emissions and prevent dangerous climate change.

But there are other reasons for supporting nuclear technology. In a paper recently published in Conservation Biology, we show that an energy mix including nuclear power has lowest impact on wildlife and ecosystems — which is what we need given the dire state of the world’s biodiversity.

In response, we have gathered signatures of 70 leading conservation scientists from 14 countries in an open letter asking that the environmental community:

weigh up the pros and cons of different energy sources using objective evidence and pragmatic trade-offs, rather than simply relying on idealistic perceptions of what is ‘green’.

Energy demand is rising

Modern society is a ceaseless consumer of energy, and growing demand won’t stop any time soon, even under the most optimistic energy-efficiency scenario.

Although it goes without saying that we must continue to improve energy efficiency in the developed world, the momentum of population growth and rising living standards, particularly in the developing world, means we will continue to need more energy for decades to come. No amount of wishful thinking for reduced demand will change that.

But which are the best forms of energy to supply the world, and not add to the biodiversity crisis?

Assessing our energy options

In short, the argument goes like this.

To avoid the worst ravages of climate change, we have to decarbonise fully (eliminate net carbon emissions from) the global electricity sector. Wildlife and ecosystems are threatened by this climate disruption, largely caused by fossil-fuel derived emissions.

But they are also imperilled by land transformation (i.e., habitat loss) caused in part by other energy sources, such as flooded areas (usually forests) for hydro-electricity and all the associated road development this entails, agricultural areas needed for biofuels, and large spaces needed for wind and solar farms.

An Open Letter to Environmentalists on Nuclear Energy

An Open Letter to Environmentalists:

As conservation scientists concerned with global depletion of biodiversity and the degradation of the human life-support system this entails, we, the co-signed, support the broad conclusions drawn in the article Key role for nuclear energy in global biodiversity conservation published in Conservation Biology (Brook & Bradshaw 2014).

Brook and Bradshaw argue that the full gamut of electricity-generation sources—including nuclear power—must be deployed to replace the burning of fossil fuels, if we are to have any chance of mitigating severe climate change. They provide strong evidence for the need to accept a substantial role for advanced nuclear power systems with complete fuel recycling—as part of a range of sustainable energy technologies that also includes appropriate use of renewables, energy storage and energy efficiency. This multi-pronged strategy for sustainable energy could also be more cost-effective and spare more land for biodiversity, as well as reduce non-carbon pollution (aerosols, heavy metals).

Given the historical antagonism towards nuclear energy amongst the environmental community, we accept that this stands as a controversial position. However, much as leading climate scientists have recently advocated the development of safe, next-generation nuclear energy systems to combat global climate change (Caldeira et al. 2013), we entreat the conservation and environmental community to weigh up the pros and cons of different energy sources using objective evidence and pragmatic trade-offs, rather than simply relying on idealistic perceptions of what is ‘green’.

Although renewable energy sources like wind and solar will likely make increasing contributions to future energy production, these technology options face real-world problems of scalability, cost, material and land use, meaning that it is too risky to rely on them as the only alternatives to fossil fuels. Nuclear power—being by far the most compact and energy-dense of sources—could also make a major, and perhaps leading, contribution. As scientists, we declare that an evidence-based approach to future energy production is an essential component of securing biodiversity’s future and cannot be ignored. It is time that conservationists make their voices heard in this policy arena.

We generally ignore the big issues

I’ve had a good week at Stanford University with Paul Ehrlich where we’ve been putting the final touches1 on our book. It’s been taking a while to put together, but we’re both pretty happy with the result, which should be published by The University of Chicago Press within the first quarter of 2015.

It has indeed been a pleasure and a privilege to work with one of the greatest thinkers of our age, and let me tell you that at 82, he’s still a force with which to be reckoned. While I won’t divulge much of our discussions here given they’ll appear soon-ish in the book, I did want to raise one subject that I think we all need to think about a little more.

The issue is what we, as ecologists (I’m including conservation scientists here), choose to study and contemplate in our professional life.

I’m just as guilty as most of the rest of you, but I argue that our discipline is caught in a rut of irrelevancy on the grander scale. We spend a lot of time refining the basics of what we essentially already know pretty well. While there will be an eternity of processes to understand, species to describe, and relationships to measure, can our discipline really afford to avoid the biggest issues while biodiversity (and our society included) are flushed down the drain?

Conservation value of paddy wagon currency: civil disobedience by scientists

A couple of years ago, James Hansen visited Adelaide and I was fortunate enough to attend dinner with him and his lovely wife Anniek. A truly inspiring scientist in all respects. His academic track record is unbeatable, and he puts his money where his mouth is in terms of climate change activism.

In a similar vein, but something I’m not used to publishing on Conservation Bytes, my colleague Alejandro Frid requested I publish his essay here. I’m a firm advocate for standing up for evidence-based policy, and Alejandro (inspired by James Hansen), shows us how it’s done.

I am addressing this letter to colleagues with research careers because I am compelled to share what I learned recently by crossing a new threshold. For years I have been talking and writing about the climate change crisis. As intellectually rewarding and therapeutic as it has been, these letters to government, meetings with Members of [the Canadian] Parliament, and articles for conservation-minded audiences have accomplished nothing of substance.

Others feel similarly. Prominent academics, fed up with governments that ignore science and heed the priorities of corporations, have turned to civil disobedience. James Hansen, a senior climate scientist with NASA’s Goddard Institute for Space Studies, led by example last year when he got himself arrested in front of the USA’s Whitehouse to protest the proposed Keystone Pipeline that would carry oil from the Alberta Tar Sands to the USA. That was his third arrest in three years; the previous two involved civil disobedience against the mining of coal, a huge contributor to greenhouse gases.

In the wake of Hansen’s arrests, on 05 May 2012, Mark Jaccard—a prominent economist, IPCC member, and professor at the Energy and Materials Research Group of Simon Fraser University—got himself arrested in White Rock, British Columbia, for blocking a coal train carrying US coal for export to China via British Columbia ports. There were 12 others with Jaccard, among them a man in his 80s, several men in their 60s and 70s, and a few youngsters like myself and my good friend Lynne Quarmby. Lynne happens to be chair of the Department of Molecular Biology at Simon Fraser University.

Shortly before the arrest, as we sat on the tracks, I told Jaccard that I had been teetering on the decision to come, but his announcement to participate sealed my decision. Jaccard replied that, given what he knew about the climate crisis and the consequences of inaction, it was impossible for him to not be here. He was echoing sentiments shared by all 13 of us on the tracks. Later, as we were released from jail, Jaccard wondered out loud whether the arrest would affect his ability to travel for work. Then he said something to the effect that, “You can forever come up with excuses, or you can get real and just do it.”

Mucking around the edges

Barry Brook over at BraveNewClimate.com beat me to the punch regarding our latest paper, so I better get off my arse and write my take on things.

This post is about a paper we’ve just had accepted and has come out online in Biological Conservation called Strange bedfellows? Techno-fixes to solve the big conservation issues in southern Asia – and it’s likely to piss off a few people, and hopefully motivate others.

We wrote the paper for a special issue of essays dedicated to the memory of our mate and colleague, Navjot Sodhi, who died earlier this year. The issue hasn’t been released yet, but we have managed to get our paper out well before.

Like Navjot, the paper is controversial. Also like Navjot, we hope it challenges a few minds and pushes a few boundaries. We, as conservation biologists, must accept the fact that we have largely failed – biodiversity is still being lost at an alarming rate despite decades and decades of good science, sound evidence-based policy recommendations and even some rescues of species on the ‘brink’. Huge consumption rates, a population of 7 billion humans and counting, carbon emissions exceeding all worst-case scenarios, and greater disparity of wealth distribution have all contributed to this poor performance.
